What quality can you actually get?
Bilibili limits download quality by account tier, not by tool. Anonymous requests receive 360p to 480p. A free registered account unlocks up to 1080p. 4K, HDR, Dolby Vision and 8K require a Big VIP membership. If a video was uploaded at 720p, no downloader can produce genuine 1080p from it.
How to download a Bilibili video

It depends on the video and what you do with it. Saving your own uploads, Creative Commons material, or a private-study copy where your country recognises that exception is generally fine.
